International Federation of Horseracing Authorities
The IFHA is the single representative body for the global racing industry with membership comprising
the racing authorities in over 50 countries, including all the main racing nations. It was formally
established in 1993 to harmonize the rules of member countries regarding breeding and racing in order
to maintain the integrity of each and protect the welfare of industry participants, both human and
equine. It now also elaborates common principles on wagering.
International Agreement
on Breeding, Racing and Wagering
The International Agreement on Breeding, Racing and
Wagering, also referred to as the Good Neighbor Policy, is a voluntary agreement designed for the
guidance of recognized Racing and Breeding authorities. The Agreement is reviewed once a year by the
IFHA Annual Conference. In its article 28, the Agreement sets out the key principles on betting:
- The use of racing events, pictures and data relating thereto for wagering purposes shall only
be made with the express consent of the organization staging those racing events and/or its
authorized licensees and franchisees and/or other relevant rights holders.
- Wagering opportunities shall only be offered in another country with the express consent of
that country's relevant governmental authorities, if required, and in compliance with the legal and
regulatory requirements of that country.
